If you're panning on using GIFs the best course of action would be to create in something that puts out GIFs natively. Without having seen the video/animation I can already guess that it's going to have some quality loss in one way or another.
You 'could' try using animated PNGs ( https://en.wikipedia.org/wiki/PNG#Animation ) like in this artwork: https://www.newgrounds.com/art/view/amaruuk/blinkie-data . The format has been around for a while now and is hence supported by pretty much everything worth using.
I couldn't recommend a program for either, though.
